Does anybody know the percentage values Bill James gives to hitting, pitching, fielding (and possibly throwing) and baserunning to a team's success?

The percentages he gives have a certain amout of flexibility (they vary from team to team based on certain statistics) but ON AVERAGE, offense claims about 48% of the wins, Pitching claims about 36% of the wins, and fielding claims 16% of the wins.
Baserunning in the WS method is generally highly unimportnat, representing about about 6% of the offense except in the 19th century when base stealing was at its' peak (and 6% of 48 is about 3% of the total). Hard to quantify what you mean by throwing...throwing is just part of the fielding package.

I will say this..."arm elements" in the field method take up different percentage at different positions.
at short, double play turning is the arm element and it takes up 4/10 of the fielding score...for catchers the arm element is assists/CS% and that takes up 5/10 of the score...for outfielders arm elements are 2/10 of the score...third basemen...it's 2/10, first basemen it's 1/10, I think it's also 4/10 for second basemen.

It takes up 4/10 for 2B and 3/10 for SS.
