can you grade fake cards...because a couple of years ago i bought a 1989 upper deck ken griffey jr rookie card for $60.00 and it was a 10 gem mint after grading...and i was just wondering if it could be a fake

What company graded it? If it was PSA or BGS (or one of BGS' subsidaries, such as BCCG) then it is definitely an authentic card. If it is a lesser known company, especially an internet send-in company there may be a chance it's fake. If you could post a scan I could definitely tell you for sure either way.

The card itself is most likely authentic. The thing is, GEM GRADING INC. is not a very reputable grading company in the fact that they grade cards on a very unlevel scale (i.e. if you sent that exact same card to BGS to be graded it may garner a 9.0 or 8.5 grade). That being said, the card books for $80 graded by Gem Grading, which is $30 above book value, so you still made some money and got a nicer looking card by sending it in.
