Given that Bonds' career is pretty much over, I'd say that that statement is true, even if it is not this year.
True or False-There is a player who played for all four expansion teams of the early 60's and no others but he is not in the HOF.

They didn't win so false. They lost 0-2 to the Mariners. Historical statements like that are better than the ones before.

I'm guessing False because didn't he used to bat 3, 4, and 5 for some teams?
T or F: Ken Boyer's number is retired for the Cardinals.
Oh and Steve: Young and Hernandez weigh 245 and Rouch weighs 260. Sabathia weighs 290. :b I don't know if he's the heaviest guy ever though. I was just making a random statement.

To get back on track, The Boyer question is true.
Also, the unanswered question I posted twice is false. Nolan Ryan played for all four early 60's expansion teams and none others. But he is in the HOF.

Actually that makes the statement false. But that is correct. In 1927, Johnny Miljusuncorked a wild pitch allowing the Yankees to score the winning run.
Also the year before Babe Ruth made the last out trying to steal second.

Probably true.
Joe also once shared the WS record for hits in a game with 4.

False - Big McJuicer was doped his entire career. None of his stats and accomplishments are legit. If he hadn't been a cheater we wouldn't even be discussing his "merits" and he shouldn't even be mentioned in the same breath as those two legit legends of the game. If it was learned that a great race horse was doped both his wins and records would be wiped clean. Why don't we do the same thing for people?

Honestly, I am not completely convinced that Mark was juiced, or for that matter Bonds.
T- Something has to be done about salaries or eventually the sport may be in trouble.

No way. In both examples, the turn-at-bat was over. No one was still at bat.
Try this: Batter in box, runner thrown out attempting to steal, or a runner is picked-off base.

Now you are grasping at straws. In the 27 Series the winning run scored on a Wild Pitch. How does that not fit.
In 26, Ruth was out trying to steal. Again fits.
Read the question- it said the Series ended without the batter driving in the winning run or making out. The second part was a clarification.
Either way the answer is false due to the examples above.
