Format and Rules
Voting Rules: Voters may vote for between 0-15 candidates. Votes will be made public, and voters are encouraged to post their ballots in the thread and not view results before voting. PLEASE LIMIT YOUR BALLOT TO 15 VOTES AT MOST. EXCESS VOTES MAY RESULT IN YOUR BALLOT BEING DISQUALIFIED.
-Blank Ballots: A "None of the Above" option is available if you believe no one is worthy and you wish to submit a blank ballot. This option is not to be taken lightly and it is strongly urged that it be used only after the utmost consideration, as non-votes carry great weight. Additionally, if using this option, please post your rationale. Failure to do so will see your vote disqualified.

Voting Criteria: Players are to be evaluated within the context of the era in which they played and the history of the game to that point. Players are not to be held to standards that would materialize at a time beyond the year of the current election. Modern statistical analysis is permitted but must be applied strictly within historical context not to go beyond the year of the current election. Players are to be judged based solely on their playing careers. Other, non-playing contributions may be considered to the extent that they coincided with a player's playing career (such as a player/manager).

Thoughtfulness and Editing Ballots: Please review and thoughtfully consider the candidates before voting, and make sure you have accurately filled out your ballot before submitting. Requests for editing ballots after the fact will generally not be honored. Exceptions might be made if a voter accidentally voted for the wrong player or accidentally went over the voting limit (but I strongly encourage you to do your best to prevent either from happening).

Required Support: Players receiving at least 75% support in an election will be elected. Players need at least 5% support to appear on the next ballot.

Player Eligibility: Players eligible for an election will have last played at least 5 years prior to the election year and have appeared in at least 10 Major League seasons. If a player appeared in less than 10 seasons, he may still be eligible if he had a minimum of 3000 PAs or 1500 IP, though extra scrutiny will be applied. Players will remain on the ballot for 15 years, provided they continue to receive at least 5% of the vote, at which point they will become indefinitely eligible for periodic elections conducted by the Veterans Committee.
- Death Exception: For players who meet the criteria for consideration, but die before their first year of eligibility can have the five year waiting period waived and placed on the ballot the year of death or the year after death if it occurs after December 1.

Election Period: Elections will close exactly one week after starting. The next election might not commence for another day or two.

Conduct Policy: Every vote is a voter's opinion on who should be elected to the Hall of Fame. It is our responsibility as voters to be respectful towards each other. Personal attacks should not be tolerated and you should notify a moderator rather than allowing an argument to escalate and further derail discussion of the candidates.

1991 Guide
There are 52 candidates on the 1991 ballot - 27 holdovers and 25 first timers. First time eligible players last played in 1986 (unless qualifying under the age or death rule) or were omitted on the ballot in previous years.

He hit 197 HR as a 2B, 15 as a SS, 5 at 3B, 6 at 1B, and 1 PH. Morgan hit 263 HR's as a 2B.

That's a significant difference, but about as round as you're going to be at 88% of his power coming from when he played at second. It brings a greater appreciation to the overall skills of players like Joe Morgan and Ryne Sandberg (jumping ahead), who hit 98% of their home runs while playing second base. Joe Gordon hit 97% of his home runs while playing second base.

I wondered the same thing. Seaver is, by any measure, one of the top 10 pitchers in th history of the game through 1991, possibly one of the top 5. Very strange indeed.

I'm not voting for him, but other than era, is there much difference between Jim Kaat and Burleigh Grimes? I've longed view Grimes, along with other VC pitching selections, Wilbur Cooper and Bucky Walters (and maybe now Urban Shocker as well), as being among our more questionable selections. I compare Kaat to Grimes because there are a lot of similarities statistically:

ERA+
Kaat: 108
Grimes: 108

WAR:
Kaat: 41.2
Grimes: 37.2

IP
Kaat: 4530
Grimes: 4180

Wins
Kaat: 283
Grimes: 270

Grimes stood out in his era better, as show in ink scores, but overall doesn't paint a particularly compelling case IMO, and I think his selection does open the door for someone like Jim Kaat or Tommy John in a few years to merit serious consideration (I'd argue that John's case is even better than Kaat's).

If anything, it demonstrates that WAR might not be the best way to look at pitchers. Particularly 19th century pitchers.

Almost any stat we got out there right now isn't really good for 19th century baseball. It was simply a different kind of game back then.

Plus, WAR (like career Win Shares) is a counting stat. Should be considered but clearly not a be all and end all stat. Carrying way too much weight here at BBF, in my opinion.

Though career WAR totals do just tell you who produced the most value over their entire career. Nothing about peak, nothing about how they compared to their peers.

And that is just pitching WAR listed above. Wes Ferrell, for example, also accumulated 12 WAR for his hitting/fielding/baserunning. While Bob Friend - who had more pitching WAR (48.9 vs. 41.3) - accumulated negative 6.2 WAR for his hitting/baserunning/fielding.

But I do agree with you about Grimes. But using WAR you also see that Grimes did stand out among his peers, during his peak, more than John did. Grimes was top 5 in his league in WAR among pitchers in 5 different seasons. He led the league in WAR in 1921, and was 2nd in 1922. John, on the other hand, was in the Top 5 in pitching WAR only 3 times, and he never finished better than 3rd in WAR among pitchers.

Grimes also had MUCH MUCH better Black and Grey Ink scores. He led the league in IP 3 times, Complete Games 4 times, and ERA+ once.

I wholeheartedly agree. It's best to objectively look at what John and Kaat did in terms of their time and not so much in comparison to Grimes and Walters. In my mind, John always gets sold a little short because he's better known for the surgery that bears his name rather than how good he was.

That's not exactly what I was trying to say. The older Hall of Famers are part of the "standards" that guys like John should be compared to...but Grimes' worthiness as a Hall of Famer shouldn't be measured by how he compares to pitchers that came after him like John or Bob Friend or Claude Osteen. Looking at it from a 1991 perspective, it's hard to say that Grimes belongs while Tommy John doesn't. But Grimes as a Hall of Fame candidate wasn't evaluated from a 1991 perspective, nor should he be in this project.

That's a bit of what I'm saying too. One thing I know is that when John becomes eligible, I'll likely stop voting for Kaat. I often think that if not for the season he lost due to the surgery that bears his name, John would have been a 300 game winner. But who knows? That's more of a case of how much injury credit you want to give a guy and I don't really think he should get injury credit. For a guy like John, he doesn't really have many supporters that I've seen, but I've flip flopped on the issue with John. But that's besides the point. He still is lower tier compared to some of the other pitching heavyweights coming along.

Wow!!! To the extent that one ascribes to WAR as it relates to pitchers that really puts things into persepective. Some surprises as far as how high the 19th century guys were like Buffinton, King and the much debated Welch.

To me, the main problem with WAR with 19th century pitchers is the "above replacement" combined with the huge number of innings the conditions (shorter pitching distance, mainly) permitted. If you switched to a better HOF standard like wins above average (as .500 is proof a guy isn't great, and if he's far enough ahead of that standard, he is great), I'd bet the 19th century pitchers would drop significantly.

Agree wholeheartedly about Grimes. I don't think he fits in, even when judged against the pitchers that came before him.

But he was a VC selection, so I don't know how far you can go using him to establish standards. The voters as a whole rejected him as a pitcher without sufficient career or peak value. So it's not suprising that similar pitchers would also be rejected.

In fact, all those guys you listed were VC selections (Cooper, Mays, Walters). I voted for Walters, but not the other two. And I certainly consider Walters pretty much a bottom of the barrel Hall of Famer, and I only supported him because he started his career as a 3B and didn't start pitching until he was 26.

But the voters as a whole rejected all of those guys, so it's hard to say "Grimes is a Hall of Famer, so why isn't Jim Kaat getting 75%?" Kaat may very well make it in via the VC just like Grimes did. If Grimes is the bottom of the standard, then yes, Kaat belongs. But 75% of us don't consider Grimes to be part of the Hall of Fame standard (I'm assuming, since he never got 75% of the vote).

Also, there's a fairly resonable explanation for all the guys at the bottom of that list who were elected in the general election. They weren't elected on the strength of their career value.

Dean - peak + injury
Joss - peak + early death

Wilhelm - relief ace with great rate stats (147 ERA+, for instance)

Agreed, that's why I didn't lump those players in with Grimes/Walters/Cooper/Mays, and noted that's why Grimes is a particularly curious case because he's devoid both notable career and peak value. I don't think Shocker, Gomez, Ferrell, Lemon, Dean, or Joss, are particularly great elections, but they have aspects, some of which you mentioned, that safely push them over the line and make them decent fits. However, was Grimes that much better a candidate than players we quickly dismissed such as Waite Hoyt or Jack Quinn? Grimes had the better peak, but again it was nothing particular notable and was it enough to make up for career value advantages that Hoyt, Quinn, and others may have had?

I'm also not sure though we should give less weight to a player's election because he was a VC election. Either way the player is in, and when the VC does it, it's essentially saying that for whatever reason, perhaps evolving standards or just plain oversight by the regular electorate, that the player should be in. Once in, the player becomes part of the collective standards and should hasten the election of future similar players, rather than saying a similar player should also have to wait for the VC.

The general point, and sorry for being redundant, is that the election of these bottom tier pitchers has set a flexible standard that should be making us pay more attention to the likes of Tiant, Kaat, John, maybe Koosman, while also revisiting players like Hoyt and Quinn. If those players represents our standards, we're doing a disservice by not bringing attention to the many other pitchers with an argument for potentially being within that large sphere. Under normal standards (i.e. Cooperstown), we're trained to be pretty dismissive of a lot of these guys, but the standards here should be guiding us differently. That's really what this project is all about - dealing with a different reality in assessing Hall of Fame worthiness.

I would guess that most of the VC members who voted for Grimes are either voting for Kaat or plan to vote for him when they have room on their ballot.

I just think Grimes is too much of an outlier to be useful at all in voting. If he's used as the entry point, we'd have a very different standard for pitchers than we do for position players. As a candidate he's the equivalent of maybe Joe Judge or Red Schoendienst - long career, but didn't accumulate a lot of career value and didn't have a strong peak. I think Grimes is just a case of people seeing 270 wins and 4100 innings and overrating him, but I wasn't voting in the VC when he was elected, so I don't know exactly why 75% of the VC voted him.

I do think Tiant belongs, though. He's a notch above John & Kaat IMO.

FWIW, longevity + defense are what pushed Kaat onto my ballot. Tiant and Koosman, I think both need more detailed discussion and comparison. I think that Tiant is well above our threshold. Koosman may also be after closer scrutiny. Tommy John I will be voting for when he becomes available, primarily because he compares favorably to Kaat. I also plan on voting for Ron Guidry when he becomes available. He's a Hippo Vaughn, Addie Joss type short career guy.

That's pretty interesting. I'll still be supporting John, but it puts his career in an interesting perspective. I've heard the compiler label thrown around for people we've elected, but I think John is someone that could fit in our Hall of Fame. There's a big debate over certain players. Should they:

1) ...be great for a short period of time, effectively transcending the sport. That's the Sandy Koufax and Ralph Kiner argument.
2) ...were just great players. It's hard to debate that Stan Musial was a great player.
3) ...hit a significant milestone, accomplishing what only a few have done. This is the magic number argument and so far, we haven't denied 3,000 hit, 3,000 strikeout, 500 home run, or 300 win players.
4) ...were longtime significant parts of major championship dynasties. This was part of what helped Red Ruffing, Phil Rizzuto, Tony Lazzeri and Lefty Gomez get elected.
5) ...for whatever reason, were good or great enough to hang around for a long time, finally getting recognition towards the end of their careers. These are the guys that fell short of magic numbers for whatever reason (eg. Sam Rice's late career start and WWI service). Sometimes these guys are VC selections, but other times, they just hang around and languish. I suspect this is the fate of Jim Kaat and later Tommy John. OTOH, I suspect Bert Blyleven will sail in easily because he has at least one magic number to his credit, but missed 300 wins.

For me, guys can get in three ways.

1) Strength of their peak
2) Strength of their career
3) Blend of both, where your peak and career aren't HoF worthy on their own

I will also give extra "credit" sometimes for milestones or for guys with special circumstances (like Lemon's, Walter's, and Rice's position switches; war years lost, or careers cut short by injury or death).


4) ...were longtime significant parts of major championship dynasties. This was part of what helped Red Ruffing, Phil Rizzuto, Tony Lazzeri and Lefty Gomez get elected.


With Ruffing I could buy that, but the other three deserve enshrinement on their own merit, not simply because they happened to play for a dynansty.

Take Rizzuto...I vote for him because of his peak and how that peak compares to other SS's, with the extra credit for his lost years to WW2. He was an elite defensive SS who put up a 96 OPS+ over a 10 year stretch, won an MVP, was a fantasic bunter, excellent baserunner, and lost 3 of his prime seasons to WW2. The fact that he won so many titles certainly helps his cause, but he deserves to be in on his own merits, not simply because he happened to play on that great Yankees team.

Add in offense and Dean is over 20, Lemon is well over 20, and Shocker is close to 20 as well. Waddell's poor hitting moves him near 20 and Koosman's poor hitting puts him near 15. Same for Gomez.

Here is a general scale I like to use when evaluating pitchers;

If a pitcher has 50 career WAR, I like to see 19-20 WAE to be HOFer
A pitcher with 55 career WAR needs about 17-18 WAE
60 career WAR needs about 15-16 WAE
65 career WAR needs about 13-14 WAE
70 career WAR needs 11-12 WAE
A pitcher with 40-49 WAR needs over 20 WAE in a very short period of time and usulay something else (postseason dominance, War service credit, etc.)

By the way, Ruffing is at 67 and 21.8. Easy HOFer.

I had forgotten Ruffing was that good of a hitter (81 OPS+ in 2083 PA's/+13.7 offensive WAR). In pitching only he's only at 14.2 WAE.

It's interestnig how different Ruffing and Grimes pitching WAR is.

* They both had similar IP and ERA+: 4344 IP, 109 ERA+ for Ruffing, 4180 IP, 108 ERA+ for Grimes.
* WAR shows that Ruffing had much better defensive support than Grimes.
* Ruffing has more Win Shares than Grimes (320 vs. 286), but 30 of Ruffing's are from hitting, so the pitching Win Shares difference isn't that much.
* Their WAR peaks are fairly similar. Best 3: 17.0 for Grimes, 18 for Ruffing. Best 5: 25.8 for Grimes, 27.6 for Ruffing. Best 7: 32.6 for Grimes, 35.2 for Ruffing.

Yet Ruffing ends up with 53.6 career pitching WAR, vs. just 37.2 for Grimes.

Is it simply a matter of Grimes having more bad years than Ruffing? He pitched 870 IP at a below replacement level, vs. 344 IP at a below replacement level for Ruffing.

Even though I would never endorse combo methods of ranking players by adding different uberstats, adding WAR with WAE gets a pretty good list that is pretty compliant with how we vote around here (with a few exceptions, of course). 70 combined is borderline and anything over 80 is a pretty sure thing:

I think it's just worth having one last look. I think there's some worthwhile discussion left to be had that would merit one special election. Cooperstown even did it just a few years ago (in real time). You could just start a 1992 NLVC election thread and let anyone who was either a member of the NLVC at its last election or a current VC member vote. Not sure how many votes you'd get, but if it's not enough, go with a 10 vote quorum (hopefully we'd get at least 12 votes though).

I think you start to see the difference as you expand the peak sample. Ruffing was just a slight notch better for longer and it added up over a long period. Once Ruffing got to the Yankees in 1930, he was productive every year through 1946, accumulating a pitching WAR of 49.6 during that time, including 6 seasons with a pitching WAR over 4. Grimes never experienced such sustained success, experience ups and downs throughout most of his career, and only 4 seasons with a pitching WAR over 4.

Ruffing was also just a much better pitcher for whatever reason once he got to the Yankees. His ERA+ in 3192.2 IP starting in 1930 was 119. It's his beginning years with the Red Sox that brings down his ERA+. His WAR reflects how much better Ruffing was over the last 75% or so of his career.

Ruffing also had -2 WAR counting only negative WAR seasons and Grimes had -6.
