    BBF Progressive HoF Election: 2000

    PLEASE READ BEFORE VOTING!

    Format and Rules
    Voting Rules:
    Voters may vote for between 0-15 candidates. Votes will be made public, and voters are encouraged to post their ballots in the thread and not view results before voting. PLEASE LIMIT YOUR BALLOT TO 15 VOTES AT MOST. EXCESS VOTES MAY RESULT IN YOUR BALLOT BEING DISQUALIFIED.
    -Blank Ballots: A "None of the Above" option is available if you believe no one is worthy and you wish to submit a blank ballot. This option is not to be taken lightly and it is strongly urged that it be used only after the utmost consideration, as non-votes carry great weight. Additionally, if using this option, please post your rationale. Failure to do so will see your vote disqualified.

    Voting Criteria: Players are to be evaluated within the context of the era in which they played and the history of the game to that point. Players are not to be held to standards that would materialize at a time beyond the year of the current election. Modern statistical analysis is permitted but must be applied strictly within historical context not to go beyond the year of the current election. Players are to be judged based solely on their playing careers. Other, non-playing contributions may be considered to the extent that they coincided with a player's playing career (such as a player/manager).

    Thoughtfulness and Editing Ballots: Please review and thoughtfully consider the candidates before voting, and make sure you have accurately filled out your ballot before submitting. Requests for editing ballots after the fact will generally not be honored. Exceptions might be made if a voter accidentally voted for the wrong player or accidentally went over the voting limit (but I strongly encourage you to do your best to prevent either from happening).

    Required Support: Players receiving at least 75% support in an election will be elected. Players need at least 5% support to appear on the next ballot.

    Player Eligibility: Players eligible for an election will have last played at least 5 years prior to the election year and have appeared in at least 10 Major League seasons. If a player appeared in less than 10 seasons, he may still be eligible if he had a minimum of 3000 PAs or 1500 IP, though extra scrutiny will be applied. Players will remain on the ballot for 15 years, provided they continue to receive at least 5% of the vote, at which point they will become indefinitely eligible for periodic elections conducted by the Veterans Committee.
    - Death Exception: For players who meet the criteria for consideration, but die before their first year of eligibility can have the five year waiting period waived and placed on the ballot the year of death or the year after death if it occurs after December 1.

    Election Period: Elections will close exactly one week after starting. The next election might not commence for another day or two.

    Conduct Policy: Every vote is a voter's opinion on who should be elected to the Hall of Fame. It is our responsibility as voters to be respectful towards each other. Personal attacks should not be tolerated and you should notify a moderator rather than allowing an argument to escalate and further derail discussion of the candidates.

    There are 46 candidates on the 2000 ballot - 27 holdovers and 19 first timers. First time eligible players last played in 1995 (unless qualifying under the age or death rule) or were omitted on the ballot in previous years.

    I think this is my biggest ballot ever:

    Sal Bando- last year, on the fence
    Bobby Bonds- last year- I'm very ambivalent, but he was an enormous talent
    Darrell Evans- I want to like him more than I do- lots of good/not outstanding seasons
    Rollie Fingers- I've been voting for him, so I'm keepin' on
    Keith Hernandez- 6th year- time for me to vote for him
    Tommy John- ditto
    Jim Kaat- continuing support from me
    Bruce Sutter- still like him better than Fingers

    Okay- I'll get my obvious non-votes out of the way right now. Winfield is a definite HOFer- I'd vote for him next year, but he'll be in so I won't. He doesn't meet my self-imposed requirements for first ballot. It's possible I erred on Billy Williams, but 2 wrongs don't make a right.

    Dale Murphy- I'll vote for him, possibly beginning next year. He deserves to be in this HOF, as it has defined itself. Short peak, though.

    Kirby Puckett- he'll get my vote, but not for a year or 2.

    Lou Whittaker- same.

    I remain uncertain on Quisenberry, Dwight Evans, Parker, Rice, and Randolph.

    I almost voted for Randolph and held back. I don't see him as an outlier, but (setting aside the 19th century and NL players) he might not much better than Fox/McPhee (whoops he's 19th century) and I see him a bit behind Doerr but a different type of player than Doyle or Lazzeri or Herman, in all likelihood. Maybe he or Buddy Myer will be at the head of the class of the guys who don't get in.

    Robinson destroys Whitaker in WAR peak. Robinson had 5 consecutive seasons (1949-1953) that were all higher in WAR than Whitaker's single best WAR season. You don't have to give any Negro League credit to rank Robinson significantly more worthy of induction than Whitaker.

    Top-5 WAR seasons:
    Robinson: 10.3, 9.8, 8.7, 7.5, 7.3
    Whitaker: 6.9, 6.5, 5.1, 5.1, 4.7

    Gordon also had a significantly better WAR peak, depending on how much you discount his 1942 & 1943 seasons.

    Robinson led the league in position player WAR 3 times, was 2nd once, and 4th another season. Whitaker, meanwhile, finished in the top-10 in position player WAR just 3 times, with his best finish 4th place in 1991.

    Hernandez actually has 16 votes this year (1 person forgot to put him on their ballot and requested a correction in the VC thread).

    I'm hoping Bando gets in on his last year on the regular ballot. If he doesn't, he has a good shot at election via the VC in either 2005 or 2010.

    In the 1999 thread I made the comment that I thought perhaps our HOF was"overloaded" by early players, particularly those who played most/all of their careers before 1920. I looked at the info that Ace has thoughtfully provided and now realize that such is not clearly the case. Out of 246 players to date, 51 are basically 19th c. players: 9 from the 1870s, 22 from the 1880s, 20 from the 1890s. there were 23 from the decade of 1900, and 18 from the 1910s.     The number of elected players per decade may not be "out of line", but the number of players elected per number of possible players per decade is. Big difference between 20 players from 1890 compared to 20 players in 1970. There are some years in the 1800's in which almost 25-30%% of all regular starting pitchers are in the HOF or are considered borderline by many/most, and some years in the 30's in which nearly 20% of all regular postioned player starters are in the HOF. Our project is not that skewed, but skewed that way still to some degree.

    I'm aware of that. Expansion came in the early 60s, first to 20 teams, then 24 by the end of the decade, etc. The 60s doesn't look too much out of line to me (statistically), but the 70s do. Of course, we're still working onat least a few players who "belong" to that era, but it does appear that the modern era is somewhat underrepresented.

    Not when you consider the fact that most teams in the pre-modern pitching distance era carried only 1 or 2 pitchers tops. I have mixed feelings on how talented those early pitchers actually were (afterall, they were submariners who pitched from a shorter distance and the spitball was legal), but if nothing else, those early pitchers who stuck around must have had rubber arms and were work horses. Case in point, Amos Rusie holds the single season IP record for the modern pitching distance era with 541.0 IPs. Prior to the move to the modern pitching distance, the record is 680.0 IPs held by Will White. Of the top 100 IP/season, only 3 came in the post-modern pitching distance era: 2 by Rusie and 1 by Weyhing. You won't see a single season IP total there from the post-1920 era until you get into the 240s all time where you have Wilbur Wood in his amazing 1972 season.

    Of course, the other variable is roster size. Many teams in the 19th c. were carrying what- 18-19 players? Somebody help me here. When did the 25 man roster become the "norm"? Near 1920? so, in that sense maybe the pre-20th c. numbers are "overloaded", after all.

    All I am saying is that we should be seeing more HOFers from the eras in which there were a lot more players, not fewer, which is the trend that we see.

    I think it is harder to distinguish the best of the middle in the modern eras because in those eras, personal biases start to factor in since most of us saw them play, and league quality from about roughly 1970-2010 is the highest it has ever been to date in this project. It's easy to elect a player like Dave Winfield or Robin Yount who were clearly among the best of the best, but how do we handle Sal Bando, Buddy Bell, Bobby Bonds, Cesar Cedeno, Dave Concepcion, Darrell Evans, Dwight Evans, Rollie Fingers, Steve Garvey, Ron Guidry, Keith Hernandez, Tommy John, Jim Kaat, Don Mattingly, Jack Morris, Dale Murphy, Graig Nettles, Dave Parker, Lance Parrish, Kirby Puckett, Dan Quisenberry, Willie Randolph, Rick Reuschel, Jim Rice, Reggie Smith, Rusty Staub, Bruce Sutter, and Lou Whitaker? All of them have their supporters, and all of them seem to fit our standards, depending on how you look at our standards. That's 28 players that we have to resolve on a 15 player ballot and does not factor in the 1-3 slots per remaining election for no-brainers.

    JJPM I was thinking sort of along those lines as well. For me having started following in the 70s and then having the HOF in my head as the land of Ruth Cobb Wagner and Musial (even if there were already outliers) it is as you say hard to sort out after the "no brainers" becuase I don't think you thought of most of these guys like Reggie Smith or Dwight Evans to pick two as HOFers whiel they were playing and guys like Parker or Guidry went and banished those thoughts after not holding onto that late 70s level.

    Though much of the reason why there's a lot more players in later eras is expansion. Expansion, by itself, only adds players who wouldn't have been good enough to play in the majors otherwise. The additional players in a league with 4 or 6 or 8 more teams aren't going to include any Hall of Famers. The only thing that expansion changes is that the % of Hall of Famers becomes smaller. An 8 team league should have more Hall of Famers as a percentage of total starters than a 16 team league.

    But, there has also been an increase in the talent pool, which would add more Hall of Fame worthy talents to the leagues. But that's a seperate issue from the fact that there were more players in the majors in 1970 vs. 1930.

    Yeah, but when 20% of all regular players from a few years in the 1930's are in the Hall compared to less than 4% of players from the 80's, it goes well beyond an expansion issue. There were not 3-4x as many players in the 80's. The influx of latin players equalizes the playing field a lot more than you are giving it credit for. I guess it all comes down to LQ beliefs - but the fact that most agree that a huge majority of us feel that the 20's-30's Vet. committe players makes up the majority of horrible HOF selections is evidence that that time period is vastly overrepresented.

    And do you really believe that the lower half of today's regulars couldn't have played in the 20's? Even with all of the latin and Asian players bumping the American regulars into the lower half? Again- LQ beliefs, I guess.
