Invitation to II IBAF 12U Baseball World Cup in Taipei
National Federations asked to confirm Participation until March 1st, 2013
During the competition, the host country will be providing national teams with appropriate accommodations, meals and local transport. Participating National Federations will be required to arrange its own international flights. The date of arrival and departure should be July 18th and 29th respectively, as all aforementioned benefits will only be provided during this period.
There will be no inscription fee to be paid by the competing teams. In the event that there are more than 12 teams that to confirm their participation, the following criteria will apply;
1. Results of IBAF 12U World Championship in 2011
2. Participation in the continental championships
3. Standings at the last continental championships
3. Balance between 5 continents (representation from all 5 continents desired)

IBAF to provide opportunity for World Ranking points
The International Baseball Federation (IBAF) has announced the expansion of the World Ranking platform and makes it available for its member federations to earn additional points for the IBAF Men’s and Women’s Baseball World Rankings.
After reviewing and ensuring proper protocol be followed based upon the IBAF instructions, the official sanctioning of IBAF would be given to organizers of events with the implications on the Baseball World Rankings.
In relation to Article 63-64 of the IBAF Statutes, international baseball games or tournaments to be held between National Teams of different countries must have the prior sanction of the Continental Confederations and IBAF and the details of those games or tournaments must be communicated to the Continental Confederations in respective areas and the International Baseball Federation Headquarters.
Baseball World Rankings will only ever be impacted when the competition is duly sanctioned by the IBAF. Certified National Teams must be involved in those games and be playing other certified National Teams.
The IBAF is only able to sanction competitions outside IBAF Baseball World Cups if the National Federations (Host) properly communicate to the IBAF and follow the instruction indicated.
The Thunder Series and Samurai Japan competitions that were co-organized last November with the Chinese Professional Baseball League and Nippon Professional Baseball received the status of IBAF sanction as per the directive of IBAF Executive. As such, the winners for the games between national teams were given the ranking points.
Procedures to apply for IBAF sanction to exhibition/friendly games:
1. Ranking Points to be awarded
A win over a top 10-team is worth 20 points
A win over a team from 11th - 20th is worth 10 points
A win over a team from 21st - 30th is worth 5 points
A win over a team outside the top 30 is worth 2 points
2. Communication to the IBAF and its Confederations
Contact IBAF headquarters and its Confederations and apply for the IBAF sanction in writing on an organizational letterhead.
3. Details to be requested
In addition to informing IBAF and confederations of the intention to hold international matches, those seeking for IBAF sanction will be requested to provide the details of;
<One month prior to the scheduled games>
- Date/schedule
- Venue(s)
- Names of Teams in question
<Post games, immediately after the game conclusion>
- Game reports in English or Spanish
- Few high quality photos of game action in JPEG format (Resolution of each photo shall be 800 x 640 or 400 x 320 Pixels)
4. IBAF Recognition
On organizers media outlets (website, broadcasting, media backdrop, printed materials such as official program, tickets, accreditation cards, newspapers etc if any) it is also requested to include IBAF recognition (Logo and word "IBAF Sanction") and produce one IBAF banner to be placed on fences at fields for the IBAF sanctioned games. This banner can be detachable and does not necessarily need to be permanently installed on the fences. Data files will be provided upon request based on the dimensions available and NFs must use the provided layouts for printing and placement of IBAF logo and banner.
The costs of printing and installing the banner shall be at the expense of those seeking for IBAF sanction.

An Olympic flavour at the IBAF Congress
Riccardo Fraccari confirmed as IBAF PresidentAt the role call 69 countries were present, thus guaranteeing the needed quorum; another role call will be made before the elections.
Secretary General Israel Roldan made it official to the Congress that Afghanistan, Haiti, Gujana, Nepal and Sierra Leone are now IBAF Full Members, while Curaçao and Saipan become Provisional Members; 4 professional leagues (ABL, Australia; NPB, Japan; KBO, Korea and CPBL, Chinese Taipei) become Associate Members.
The Congress approved the financial report by Treasurer René Laforce (IBAF budget is a little less then 2 million US dollars), who expressed his satisfaction for the goals he reached and explained that the next budget (that previews a positive result for the first time after 4 years) will have to be approved by the newly elected Executive.
The IBAF Awards went to Pablo Carpio (Spain, scorer of the year), Osmel Pimentel (Venezuela, umpire of the year), Fujinami Shintaro (Japan, Junior male athlete of the year), Yukari Isosaki (Japan, Women Athlete of the year), Jim Van Ostrand (Canada, male senior athlete of the year) and to the Mexican Federation.
New World Baseball Softball Body born at historic Tokyo CongressRiccardo Fraccari will lead the International Baseball Federation (IBAF) for the next term. The reigning President was elected unopposed during the Congress in Tokyo.
Also the 3 Vice Presidents and the Secretary General were elected unopposed, after a series of nomination rejecton.
Alonso Perez (Mexico) is the first Vice President, Tom Peng (Chinese Taipei) is the second Vice President and Antonio Castro (Cuba) is the third Vice President.
Israel Roldan (Puerto Rico) has been confirmed as the Secretary General.
Angelo Vicini (Republic of San Marino) prevailed over Renè Laforce (Belgium) in the ballot and is the new Treasurer.
More ballots were needed for the election of the 3 Members at Large.
Paul Seiler (USA) prevailed over George Gladig (Switzerland) for the first chair.
Masaaki Nagino (Japan) was elected second Member at Large over George Gladig.
Luis Melero prevailed (again against George Gladi) and is the third Member at Large.
Jorge Otsuka (Brasil) for the Americas, Lee Byung Suk (Korea) for Asia, Ishola Williams (Nigeria) for Africa, Jan Esselman (The Netherlands) for Europe and Ron Finlay (Australia) for Oceania have been approved by the Congress as Continental Vice Presidents.
The birth of the world's newest international sporting federation is a milestone in the campaign to rejoin the Olympic Games sports program after being delisted in 2005.
“This is an historic day”, said IBAF president and WBSC co-president, Riccardo Fraccari. “We have brought a new level of worldwide unity and determination to our quest to return to the Games. The 65 million currently playing baseball and softball around the world now have a single federation to rally behind.”
President Fraccari said the international baseball community was “honoured and humbled" to have the opportunity to rejoin the Olympic Games in 2020, and thanked the IOC for guidance and trust provided in forming the new federation, which he said would “provide greater support and resources for the athletes and help to develop the sports”.
Fraccari continued: “We are on a great journey to return our global sport to the Olympic stage. We’ve been listening and learning from the Olympic Family and the IOC to understand what it takes to be included as a sport at the Olympic Games."
"This is in the best interests of the athletes and putting the welfare of the athletes and the future of sport first, and inspiring young athletes to stand on the highest podium that an athlete can aspire to—the Olympic Games," he said.
"We have reached a milestone in our journey to put baseball and softball back in the Olympic Games, and today I am proud to announce that the full membership of the International Baseball Federation voted to ratify the new Constitution of the World Baseball Softball Confederation."
Sixteen teams were announced for the II IBAF 12U Baseball World Cup and they are:
Group A: Chinese Taipei, Mexico, Japan, Italy, Colombia, Czech Republic, India, Hong Kong
Group B: USA, Venezuela, Brazil, Korea, Panama, Nigeria, Russia, Pakistan
Cuba, The Philippines, Ecuador, Indonesia and Lithuania are not returning, but eight teams will be making their debuts: United States, Colombia, Czech Republic, India, Panama, Nigeria, Russia and Pakistan. I hope all of these teams participate, but IBAF history tells us that at least one team will withdraw. Which team(s) will withdraw at the last minute? Only India and Nigeria are unranked by the IBAF, my guess is that one of those two or both will withdraw. I guess South Africa and Uganda cannot afford to go to both IBAF BWC and the LLWS Regional; so Nigeria will attempt to represent Africa, but remember Zimbabwe withdrew on the first day of the last 12U IBAF tournament. Also, it is a real surprise that Cuba is not returning, and that Australia (with Taiwan in its neighborhood) is not participating.
