YES, it is
it is one of the 3 (AAA) milb league
per rule each MLB club can only have a direct link with only one (AAA) team and one (AA) team
hence each team of the pacific coast league (AAA)generally has a link to west coast MLB teams
and on the international leagues (AAA) most teams have a direct link to east coast MLB teams
leaving the mexican league as a sanctioned (AAA) part of the MILB system
but NOT affiliated with any MLB team,
how ever a person can play in this league and be under contract by a MLB team
and any MLB team can purchase (buy) the contract of a player from any mexican league team
within the rules of MLB.
(MLB rules that are now in effect for the NPB japan and KPB korea)
and hopeful in less than ten years,maybe more the cuban baseball league.
Do not confused this with the
Mexican Pacific League
which is part of the caribbean series under the
MLB winter league program which runs from october to december
and ends in february

So how does that really make the Mexican League different from any other unaffiliated minor league? Fewer rules regarding signing players from the independent leagues?

the mexican leagues is a sanction (AAA) league for player development
meaning that they comply with the rules set by MLB that applys to MILB
if a player is sign by a MLB club, he can be recall to the MLB team that owns his contract anytime.
The mexican league is also an independent league meaning
that any players not under contract by a MLB team are unrestricted free agents
meaning that they can sign with whichever MLB team offers them the most money
provided that they are released from their present mexican league contract.
In independent leagues teams (long island duck)
or unaffiliated league teams which includes international leagues
players are also unrestricted free agent that can sign with any MLB team
how ever the player must be let go from his present contract in order to sign with an MLB club
and the MLB club may have to pay a fee to the players present club
in the NPB (japan) it is call a posting fee
the Boston Red Sox won the rights to negotiate with Daisuke Matsuzaka
once he was in agreement and signed,
the red sox had to paid a $51.11 million dollar posting fee
to the lions of the NPB league

Does the Mexican League teams share revenue? I noticed some teams draw well and some draw flys. The violence in N. Mexico doesn't help.
my guess would be NO
from reading wiki and the teams websites.

The (foro sol) stadium in the capital and the stadium in monterey
are certified to MLB standards and has hosted MLB game
also the stadium in cancun will be expanded
as they has many american tourist attending their games
and this team the red devils has a(red sox,yankees)
rivality with the tigers (the team in foro sol, mexico city, D.F.)
the red devils won this year
and all the games that they played against the tigers at foro sol stadium were sold out
