Garry Herrmann was the only head of the National Commission and he was born in 1859 and owned the Cincinnati Reds.

actually i believe the national commission was first established in 1901 to oversee national league operations - it included jim hart of chicago, arthur soden of boston and was chaired by john brush -- it was only readapted in 1903 after the peace agreement to include al and nl presidents and herrmann

herrmann never actually owned the reds - he was strictly a minority stockholder who served as team president

    This is what I found:
April 3, 1902 The NL names club owners Arthur Soden, John T. Brush, and James Hart as an interim committee to run the league.
I have not found anything that would give me the impression that they called it a national commission.
