    Who is currently in 2nd place when it comes to winning percentage

    Next, Prior to the start of the 2006 season in the major leagues, Tampa Bay had the lowest Franchise Winning Percentage (Post-Expansion) at .401% with nothing to say about their franchise in the way of playoffs yet.
