    If you think what was to become of Chelsea Piers 30 years ago, and look at it now, you would scream at the idea of building an interstate or a parking lot on the site... All it took was an entrepreneur and a lot of leg work to turn what the NY DOT owned - four dilapidated piers - into something very special visited by 4 million people annually.

    So think about what you have, what the city does not have, and how you can marry the two to permit the Astrodome to serve its constituents for another 50 years...
