    BBF Progressive HoF Election: 1964

    Format and Rules
    Voting Rules:
    Voters may vote for between 0-15 candidates. Votes will be made public, and voters are encouraged to post their ballots in the thread and not view results before voting. PLEASE LIMIT YOUR BALLOT TO 15 VOTES AT MOST. EXCESS VOTES MAY RESULT IN YOUR BALLOT BEING DISQUALIFIED.
    -Blank Ballots: A "None of the Above" option is available if you believe no one is worthy and you wish to submit a blank ballot. This option is not to be taken lightly and it is strongly urged that it be used only after the utmost consideration, as non-votes carry great weight. Additionally, if using this option, please post your rationale.

    Voting Criteria: Players are to be evaluated within the context of the era in which they played and the history of the game to that point. Players are not to be held to standards that would materialize at a time beyond the year of the current election. Modern statistical analysis is permitted but must be applied strictly within historical context not to go beyond the year of the current election. Players are to be judged based solely on their playing careers. Other, non-playing contributions may be considered to the extent that they coincided with a player's playing career (such as a player/manager).

    Thoughtfulness and Editing Ballots: Please review and thoughtfully consider the candidates before voting, and make sure you have accurately filled out your ballot before submitting. Requests for editing ballots after the fact will generally not be honored. Exceptions might be made if a voter accidentally voted for the wrong player or accidentally went over the voting limit (but I strongly encourage you to do your best to prevent either from happening).

    Required Support: Players receiving at least 75% support in an election will be elected. Players need at least 5% support to appear on the next ballot.

    Player Eligibility: Players eligible for an election will have last played at least 5 years prior to the election year and have appeared in at least 10 Major League seasons. If a player appeared in less than 10 seasons, he may still be eligible if he had a minimum of 3000 PAs or 1500 IP, though extra scrutiny will be applied. Players will remain on the ballot for 15 years, provided they continue to receive at least 5% of the vote, at which point they will become indefinitely eligible for periodic elections conducted by the Veterans Committee.
    - Age Exception: For players 40 or older, they will become eligible the later of either 5 years after their last year of continuous play, or their first inactive year at age 45 or older.
    - Death Exception: For players who meet the criteria for consideration, but die before their first year of eligibility can have the five year waiting period waived and placed on the ballot the year of death.

    Election Period: Elections will close exactly one week after starting. The next election might not commence for another day or two.

    Conduct Policy: Every vote is a voter's opinion on who should be elected to the Hall of Fame. It is our responsibility as voters to be respectful towards each other. Personal attacks should not be tolerated and you should notify a moderator rather than allowing an argument to escalate and further derail discussion of the candidates.

    Bobby Avila--Mostly to keep him on the ballot for at least another year to learn more about his career outside of MLB.

    Tommy Bridges--Given who we've elected as pitchers, Bridges seems to fit our hall.

    Dom Dimaggio--With war credit

    Larry Doby--With Negro League credit and his pioneering role, he should be a no brainer. Even without any credit, he is better than many we have elected.

    Bob Elliot--One of the best third basemen pre-Matthews and better than several we have elected.

    Charlie Keller--With some extra credit

    Bob Lemon--An even stronger candidate than Bridges and Walters. He seems to fit this hall well.

    Phil Rizzuto--Based primarily on war credit and defensive ability.

    Al Rosen--Short career, but incredible when he was a regular.

    Enos Slaughter--Much better than several who we have elected.

    Vern Stephens--Borderline case, but seems to fit in with our other short stops.

    Bucky Walters--Borderline. I keep going back and forth on him.

    I would have also voted for Bob Johnson, especially since it is his last year on the ballot, but his name was omitted and, IMO, should be on the ballot next year given the circumstances.

    I've been voting for Johnson throughout as well. Though I doubt he would have been elected, receiving over 50% in his final year would be a reasonable projection.

    The question now is if we include him on the regular ballot next year, will he have to wait until 1970 for VC eligibility? At this point, I think he's probably better served going to the VC ballot next year as he's supposed to.

    I think you should count him as someone who lasted 15 years on the ballot and put him on the VC next year. No sense in depriving him of a VC election given that they're just once every 5 years.     I feel good about the first 4. I went back and forth on Lombardi, but put him on. He was a very good hitter for a lot of years.

    I'm close on Tommy Bridges, Phil Rizzuto but didn't vote for them. Maybe next year.

  19. What's the hesitation people have with Bob Lemon? He's not a top tier guy but he's solidly within our standards, IMO. Here's what I posted on him in the last election and I encourage any ardent Lemon supporters to augment:

    I think Bob Lemon is someone worth discussing as he's not received much attention in general on the site. He doesn't overwhelm and was helped but having good teams behind him, but he kept chugging along as a workhorse.

    He had an interesting start to his career - He started in the minors as a position player (mostly 3B), missed three years to military service, comes back in 1946 at age 25, and pitches 96 innings in the big leagues despite having pitched just 2 career minor league innings before that, and none in 5 years. Two years later, he has his first of seven 20 win seasons and leads the league for the first of four times in IP.

    Some points of note about Lemon:

    - 3x Sporting News Pitcher of the Year (this was before there was a Cy Young award)

    - 7x All Star

    - 119 career ERA+

    - 7x 20 Game Winner; 3x led league

    - 4x led league in IP; 8x in top 5

    - 3x in top 3 in MVP voting; 6x in top 10

    - 207 wins in just 13 seasons

    - 5x led league in complete games; 8x in top 5

    In an era that perhaps due to WWII, didn't really have its share of notable pitchers, I believe Lemon, due to his great reliability, stands out about as much as anyone after the lofty trio of Spahn, Feller, and Roberts.

    On Bob Johnson, whether he's on the VC or regular ballot next year, I'll be voting for him either way. Do what works best for you and I definitely can see why he'd be probably better off on the VC ballot next year rather than waiting until 1970 to get on the ballot.

    dabigyankeeman, this is a pretty important point made at the beginning of every election. I'm not against casting a blank ballot, but it needs to be explained. I'm a bit interested in this explanation, so please post it. I'd be willing to clear up any questions you might have about the standards in this project.

    If Bob Lemon were not in the Hall of Fame he would be very popular here. I suspect that he would have finished first in Ultimate Quest for Candidates: Round 1 - The 1950s, ahead of Gil Hodges and Minnie Minoso, and that he would have finished among the top five, with six qualifiers, in Round 2 - 1950s/60s. Competition in Round 3, covering 1950s-80s might have been too stiff for him, and relegated him to the Runoff for Top 20. There he would be one of the winners, I feel certain, and thence somewhere in the UQFC Final Ranking (1 to 20).

    I really wish Matt were still participating in this project because I would like to see the PCA line for Bob Lemon. As it stands, Lemon was an important component of the Cleveland Indians when they won AL pennants in 1948 and 1954. Fans of black in and gray ink scores would love the line Lemon has, but I can think of a few things that hurt him.

    We already have 40+ pitchers in our Hall. That's a high number that could encourage some exclusivity among voters. Despite this number, some pitchers that have made it in recently have had a difficult time doing it. Cooper, Rixey and Grimes have been VC guys that garnered a large amount of support on the regular ballot. Gomez didn't get elected until his 15th year of eligibility. Wes Ferrell last 10 years on the ballot before finally being elected. Walters, Warneke and Bridges have all enjoyed significant support during their time on the ballot. On the other hand, Feller and Newhouser slid in with relative ease.

    I'm not sure the "Cooperstown" argument really hinders Lemon. It hasn't helped Walters, Bridges or Warneke during their run. Lemon is pulling down 80% of the vote right now, but I wouldn't consider him a lock until the final votes are cast before Sunday afternoon.
