The Texas Rangers declined to offer RHP Doug Mathis a major league contract Friday, making him a free agent. The club still hopes to sign Mathis as a minor league free agent.

Mathis, 25, was 2-1 with a 6.85 ERA last year in eight appearances for the Rangers. He ended the season unable to pitch because of shoulder issues.
