Players who hope to play varsity someday. Chances are they won't. But a couple may develop just by filling out physically.

Walk ons play these games. It is closer to intramural or club baseball than university sponsored.

If it's an NCAA school you may not be eligible to play due to your age, unless you get a waiver. If it's an NAIA school I believe age is irrelevant.

would the age limit apply to varsity play?

Age has nothing to do with it. If you starting playing 2000, chances are your eligibility has run out. The window of opportunity is open for only so long.

The NCAA has rules regarding athletes ages. I believe once an athlete turns 26 it requires a waiver. It has something to do with mature adult males competing against college age athletes. I believe Chris Weinke needed a waiver for his senior year at FSU. He had played minor league baseball for several years before entering college to play football.

And yes if someone started an NCAA career it can time out on them in six years. The athlete gets four years plus a redshirt year. There are exception waivers for medical and religious reasons.
