I know there were pretty large overhangs at the Polo Grounds and Shibe Park, and Citi Field is planning an overhang in Right, but are these the only ones? What were the rules regarding balls which hit the facades of these decks and came back, were they in play? Any pictures, etc. of said overhangs would also be appreciated.

I didn't realize Citi Field was going to have an overhang.
Personally, I would like to see the next phase of these retro parks have more of this. I know nobody likes poles in the way of seats, but how cool would it be if somebody built a ballpark with an upper deck like Tiger Stadium where you were right on top of the action. I read once somewhere that the last row of the upper deck at Tiger Stadium was closer to the field than the first row at Comerica. Don't know if that's true but it wouldn't surprise me.

The Left Field Overhang at the Polo Grounds... It was huge, a whopping 21 feet!!!

Many times, a left fielder drifted back to camp under a fly ball, he's waiting there, drifing back slowly, and the thing lands in the upper deck above him. Every Player in baseball had the power to hit a HR right down the line at the Polo Grounds, but the huge dimensions throughout the rest of the park made the park very neutral in terms of runs scored.
For instance, on three men ever hit a HR to the Center Field Bleachers. Joe Adcock, Lou Brock and Hank Aaron. The latter two on consecutive days in 1962. Luke Easter reached the CF Bleachers in a Negro League game."Herman Franks to Sal Yvars to Bobby Thomson. Ralph Branca to Bobby Thomson to Helen Rita... cue Russ Hodges."
