i just need to know a few things that could make my arm stronger without buying some sort of weights or stuff except for a basic dumb bell / barbell set that i already own.

define your wanting to get your arm stronger
Do you want to be able to lift heavy things? Why do you want your arms to get stronger, or are you just trying to build muscle mass to impress people or just to be strong?While I do prefer to interact with people in a gentle manner... I'm also not at all opposed to establishing my dominance in a reign of terror.

no i dont want to impress people with big arms and shoulders. right now i throw 70mph and i dont consider that to be very fast compared to some of my team mates. i just need to know what i need to do, because right now im longtossing every day and it doesnt seem to do much. is there any thing else i can do?

And by long toss, what do you do during long toss? Do you just air it out or are you trying to throw it on a line?
Long toss does not help increase velocity. Work on your motion, your throwing mechanics, do some work out such as plyos, sprints, pick pockets (w/ med ball), things like that. Oh and most importantly, THROW OFF THE PITCHING MOUND WITH 100% INTENSITY. As long as you do all those things, I'd bet my life your velocity would rise (as long as you throw off the mound with 100% intensity, do so while working on your mechanics, and working out)
