I am a 13 year old pitcher, 5 feet 3 inches, with a 63 MPH fastball and a 54 MPH changeup, and I know how to throw an okay curve but I don't use it often. I'm the shortest pitcher on my team. My parents are 6' 3'' and 5' 9''. My question is how tall am I going to be and how can I improve on my fastball velocity (my control is pretty solid).

You are what is called a late bloomer. My son was the same way. He was 5'2" in 13U and 5'4" in 14U. A year later he's 5'11". His doctor said he should reach 6'2". I'm 6'1". His mother is 5'8". Chances are you'll become as tall as your dad.
Your velocity will increase just by growing and becoming stronger. My son gained 6mph on his fastball (74 to 80) in the last year just from growing. After you grow there are various workouts you can do to strengthen your arm. My son will be doing them this summer. Right now you don't won't to mess with open growth plates.

The best way to do it at a young age when lifting weights should not be in the picture yet is by long toss. If you are really motivated you can run and do pushups too.
