When hitting off the tee where should it be placed in the direction of the pitcher and catcher. Does that location change with inside/outside and high/low setups? Some guidelines would be appreciated. Thanks.

Yes you can change in-out, high - low, but for youngsters the tee should always be placed out front such that the ball sits just in front of the front knee.

Tee work should involve moving the tee in and out, up and down. However, the tee also needs to be moved forward and back depending on if you are simulating an inside or an outside pitch. This is important for teaching the proper contact point. For a pitch on the inner third of the plate the tee should be well in front of the batters's front hip. For a pitch in the middle third the tee should be just in front of the hip. Most importantly the pitch away should be behind the hip.
