None of this stuff is for sale at auction. It's part of a collection at the Baseball Reliquary Museum in Los Angeles. I've never heard of this museum before, but from what I see it's 100% legitimate. They have some kind of annual hall of fame ceremony called "shrine of the eternals". Here's some of the criteria from the site:
I like the way they've chosen to elect people to the shrine. It really has nothing to do with on field play. Some of the inductee's that I love are Bill James, why this man isn't in the real hall of fame I have no idea, same goes for the next shrine inductee Marvin Miller, Dock Ellis, Moe Berg, Bill Lee, Jim Bouton, Jim Brosnan, Minnie Minoso (another should be HOFer), etc. Many of the inductee's show up for the ceremony. The site's really worth checking out.
They have a section for collections where all these strange items are from. The Doubleday skin, Gaedel's jock, Ruth's cigar, and a few more.

Electee's, both on and off the diamond, shall have been responsible for developing baseball in one or more of the following ways: through athletic and/or business achievements; in terms of its larger cultural and sociological impact as a mass entertainment; and as an arena for the human imagination.
