There were 2 cards made featuring two Australian players Justin Huber and Michael Collins

No, no one made a set including all the teams or players. What was produced was focused almost entirely on USA & Japan.

I searched on Ebay and found a factory sealed set of 50 cards. Is that all that was made? Clearly not each player/each team.

Actually, Upper Deck produces Fleer. Scattered throughout the various Upper Deck brands, you can find a majority of the guys who played. I'm currently trying to build a Cuban team set out of this hodge-podge, and while I find their efforts at making a Cuban team set commendable, I also find it a bit difficult (asterisk next to card indicates this player had a game-used jersey card)...
    -Ariel Borrero
    -Frederich Cepeda*
    -Michel Enriquez*
    -Maikel Folch*
    -Yoandy Garlobo
    -Norberto Gonzalez
    -Yulieski Gourriel*
    -Pedro Luis Lazo*
    -Yadel Marti
    -Yunieski Maya*
-Vicyohandri Odelin* ("Vicyohandry" on all cards)
    -Eduardo Paret*
    -Ariel Pestano*
    -Alexei Ramirez
    -Ormari Romero
-Eriel Sanchez (He's confused with pitcher Elier Sanchez on all of his cards.)
    -Carlos Tabares
-Osmani Urrutia* ("Osmany" on all cards)

    NOTES:
-Yulieski Gourriel's game-used cards are short-printed versus all of the other GU cards.
-Carlos Tabares, despite being serial-numbered the same as the rest of the SP Authentic Future Watch cards, seems to be a dispropotionately hard pull.

Unfortunately, it looks like there never were any true team sets produced for the 2006 WBC, by anyone.

There's the Upper Deck boxed set of 50 cards, which includes no Cuban players, no South Africans, and only one or two from some other countries. The underperforming USA team is one-quarter of the whole set. Canada is represented by Bay, Francis and Morneau. The cards look nice enough, I guess. You should be able to find these as individual cards or boxed sets.

Then there was a series of 50 cards made by Fleer which focused on some players who had highlight plays during the tournament. This series has no Australians, no Panamanians, and no South Africans. If you want these cards, you have to track them down one by one, because they were issued as inserts into packs of regular MLB cards. I believe Canada is represented in this series by Bay and Stern.
