I was surprised to find out that the '70s and '80s were a low period for Canadian-born ballplayers, so it followed that the Blue Jays and Expos had few during that time as well. To give you an idea, 17 Canadian players have suited up so far this season; only 14 suited up during the entire 1980's. It appears that in the '90s we saw an influx of Canadian players that's continued to this day.
Assuming I didn't miss anyone, the years each team had the most Canadian players were 1993 for the Expos (Larry Walker, Denis Boucher, Matt Stairs, Mike Gardiner, Joe Siddall) and 1999 for the Blue Jays (Rob Butler, Paul Spoljaric, Paul Quantrill, Steve Sinclair).
Judging by the game logs, it appears that the Expos never had more than three Canadians in the game at one time. The two dates on which the scenario occurred were September 6 and October 3, 1993. The same three players (Walker, Boucher and Siddall) all got into the game on September 18, but not at the same time.
The Blue Jays had three Canadians play for them on June 30, 1999, but they weren't all in the lineup at the same time, because two of them were pitchers and the other was sent in as a defensive replacement late in the game.
