I dont know! But it sounds like a Bill Gallo cartoon. Gallo is from the NY Daily News. I believe he was with them in 1975 also. You might try the NY Daily News Archives. There might even be a Gallo archive. Like I said before, I am only guessing about this. Good Luck!
