Sometimes comparisons can be interesting. This NON-HOF pitcher had more career innings with at least as good of adjusted ERA than Hall of Famers Burleigh Grimes, Ted Lyons, Vic Willis, Waite Hoyt, Jim Bunning, Herb Pennock, Catfish Hunter, Rube Marquard, Jesse Haines, Chief Bender, and Jack Chesbro.
Among pitchers, he has more Wins Above Replacement than Carl Hubbell, Jim Palmer, Stan Coveleski, Bob Feller, Juan Marichal, Don Drysdale, Three Finger Brown, Whitey Ford and Sandy Koufax. among many others. I think he is the only guy who fits these qualifications.
Mythical SF Chronicle scouting report: "That Jeff runs like a deer. Unfortunately, he also hits AND throws like one." I am Venus DeMilo - NO ARM! I can play like a big leaguer, I can field like Luzinski, run like Lombardi. The secret to managing is keeping the ones who hate you away from the undecided ones. I am a triumph of quantity over quality. I'm almost useful, every village needs an idiot.

Assuming you are only looking for those not yet eligible? Randy Johnson, Greg Maddox and roger Clemens probably fit. Of those eligible, how about Kevin brown?

If it's not among the currently eligible-not yet eligible crew then my first guess is Tony Mullane.

Kevin Brown doesn't have the innings (or the WAR)

Tony Mullane doesn't have the WAR (JUST misses on ERA+)

Is this guy the best pitcher that no one's ever heard?
I forgot to mention, he led his league in complete games three times.
                    AND a twenty-game winner ... EIGHT times!

My bad, I counted wrong because of split seasons.
                        Eight-time 20 wins

Gotta be a 19th century / turn of the centry guy. Bobby Mathews or Jim McCormick?
