There are some executives who dropped off the ballot previously that worked for the Mets in 2010 or 2011. These executives are returning to the ballot because these seasons may have changed your opinion on them in terms of Hall of Fame worthiness. Rules are slightly different for these individuals. 

Different rules:

1) They can appear on a maximum of five ballots, including this one, or until their 15th year of eligibility.
2) They must receive at least 10% of the electorate's support each year to remain on the ballot.
3) If they have already reached their 15th year of eligibility or have reached then dropped out of the Veteran's Committee, they can appear on no more than three ballots, including this one.

I went with Nelson Burbrink, Joe McDonald and Arthur Richman. Burbrink signed Tom Seaver, Joe McDonald was instrumental in drafting and signing some of the Mets' core 1986 players and Arthur Richman was with the Mets for a very long time, from the beginning to the 1980s. serving multiple useful roles.

I can go with Arthur Richman. McDonald, if I understand correctly was actually an exec thru the 70s. You might be thinking of someone else with a similar last name whose name I cannot recall at the moment but might have been GM post-Cashman.

Ahhh, Joe McIlvaine. He was active with the Mets in the mid-1990s.

McDonald, for his part, oversaw the drafting of Wally Backman and Mookie Wilson. Hmm...not as illustrious a list as I thought it was.

Joe McDonald is alive and well.Some friends of mine and I met him in 2009 at the hotel as he was at the 1969 Mets 40 year
reunion at Citi Field.He was very nice and very enjoyable to talk to as he signed autographs and shook hands and showed us
his 1969 World Series ring.In 1969 he was the Mets Director Of Minor League Operations.He was the Mets General Manager
from 1975 to 1980 before he was replaced by Frank Cashen.He was actually the Cardinals General Manager in 1983 who
traded Keith Hernandez to the Mets for Neil Allen and Rick Ownbey.That move alone should get him into the Mets Hall Of Fame.He is now 83 years old.

That's the problem with being a kid. Everyone seemed ancient so a 40 something year old guy is assumed to be grandfather aged.
