Why don't the Phillies put Howard 5th and Burrell 4th?

1-Burrell gets better pitches to hit

2-Howard's OBP would go up because he'd recieve more IBB's because Burrell wouldn't be awaiting the pitcher next

As of right now, I would rather pitch to Howard than to Burrell. As long as you keep the ball high and inside on Howard, he's useless.

Although you have a point. Howard always has a higher average with runners on because the defense is less likely to perform the shift, leaving those holes that are always closed in the shift exposed.
